As a pedestrian you should always haul ass through the cross-walk till safely on the other side. It is common courtesy, good citizenship as well as a matter of self-preservation. Usually a driver is waiting to turn right. You may think that even though the walk signal is flashing red you can cheat and run across on a red light but once it turns green the cars trying to turn right have lost their chance. Even when there's a walk sign promptness is appreciated to enable the right turners to be on their way and maximuze chances for turning right. Finally, here in Seattle everyone should spend as little time in cross-walks as possible because it's a dangerous proposition whatever the signal. There are some terrible, inattentive drivers out there, and the busier things are the more of them there are and the more frazzled everyone is. I always assume I'm about to get hit when crossing the street. It's a good policy. People who amble through chit chatting are are playing the odds in an unintelligent way.
