What will happen when Bush is ...
no longer in office and nothing changes? Will Bush still be at fault -and for how long will the new president elect be able to deflect blame?

The Bushes blamed Clinton so turn around will be fair play. However, if the Bushes' problems are due to Clinton and Clinton blames the Bushes, can the root problem return to Clinton 1?

This is why the Dems are desperately trying to end the war with all of the resolutions that keep failing. They don't want it to become their problem and want to prove that everything is GW's fault.
