How can they call a state when less that 1% of the precincts are in?
Second Question, how can they call a state for Obama when McCain is leading in the polls?

Ditto for Utah. Polls closed in Utah at 8:00 pm. At 8:01 pm, NBC called Utah for McCain. I am not kidding.

Exit polls. It seems that they use some raw data from exit polls throughout the day to call a state.

Utah had a 2006 population of 2.6 million, with 978,000 of that (40%) in Salt Lake County.
Exit polling in Salt Lake County presently has Obama with a 56-42% lead over McCain, yet they call Utah for McCain. I don't get it either. |

Right. It's not exit polling alone, but it's heavily based on exit polling. And when exit polling shows one candidate winning to an extent that's a certain measure past (that is to say, wayyyy past) the margin of error, they'll call the state even with 0% of the precincts reporting.
