Can anyone explain to me how this kind of vice presidency is constitutional

This is all the Constitution says about the duties of the vice president: Article 1, section 3 The Vice President of the United States shall be President of the Senate, but shall have no vote, unless they be equally divided. Amendment XXV Section 1. In case of the removal of the President from office or of his death or resignation, the Vice President shall become President. Is there any doubt Cheney overstepped his Constitutional authority? Should we just not care? Should we allow this to become a precedent? I really hope we go back to a VP who doesn't do much.
