Default salmon slaughter

I live nearby the locks between Lake Union and Puget Sound. There's a fish ladder and an underground viewing area. I figured the sockeye escapement was huge this year because this past weekend the days were sunny and at high tide you could see swarms of fish darting and plunging in the water. The fish were wall to wall in the ladders. I was right. This evening I see a Lamanite boat anchored in the middle of the channel with his gill net set right across where the fish enter the ladders. The Fishery Service let's them do this when the salmon reach escapement goals.
