I've never canceled once. However, when I couldn't go one month (the only time), the YM president canceled due to forecast of an ice storm.

I think that's reasonable, because the prospect of not being able to return safely is something to consider.

Hail might be a dealbreaker as well. Rain and cold is not.

Well it was in East Texas and there was a tornado watch / golf ball sized hail forecast, etc. So I'm mostly joking.
