I would rank Joseph Smith
Brigham Young for building the empire
DoM for modernizing,
SWK for missionary work and the priesthood ban
Heber J. Grant for welfare works
And GBH for PR and temples, plus the Education fund.

All others are distant behind them.

We are yet to see the impact of the educatoin fund. I think the historical importance of it is speculative.

I think the welfare issue is an interesting sidenote, but not particularly central to the Mormon experience.

Home teaching, family home evening, the curriculum committee--wasn't this all by Harold B. Lee as an apostle? I think this is as historically important as welfare or PEF.
