I can't say there would never be an exception, but that ought to be the general rule, yes.

Do you really believe there is much disagreement?

The points of disagreement are these.

Some people mistakenly believe torture delivers reliable results even most data contradicts this belief.

Some people disagree what constitutes "torture".

If people are informed it doesn't work, and a general agreement on what constitutes torture, most people will reject it as a general rule, but most people also believe in the possibility for exceptions. We're really arguing in most instances about microns of differences.
