The first clause yes. Second clause, no. But it's pretty obvious no individual private enterprise could have created something the scale of the internet.

Ok, so when you say computer science you mean the internet and when you say governemnt 'created' you mean facilitated the establishiment of a network in connection with scientists some of whom were not with the governemtn?
