Default Rudy Giuliani and 9/11

I've been wondering if Giuliani gets way too much credit for being an amazing mayor based on 9/11. What was the scope of the disaster?

What if all of manhattan had been flooded suddenly? What would have been the response? How would Americans have reacted? How would Bush have reacted?

I think even if the federal and local responses were disasters in Manhattan, Giuliani would be regarded as heroic. In the face of great odds, he fought for the people.

But when a black mayor fights for poor black people, I don't think there is nearly the same reaction.
