I worked as staff at a teen sex offender treatment program for a while. There the program consisted of single and group therapy. They'd have to admit what they did in a time line of all their offenses. They have to learn to identify when their sexual energy is too high and learn how to cope with it in positive ways. As they were farther along in treatment they'd get opportunities to interact with the public under supervision (such as going ice skating or to a comedy club) and would have to use their coping strategies.

It is cheap and easy to house these guys in Utah County because nobody is going to put up much of a fuss, plus it is close enough to where parole officers and counselors can monitor them without having to drive really far away.

Many of those kids came from troubled backgrounds (abused, foster kids, parents divorcing ect.) and got in to porn at a young age and excessive masturbation. I'm not an expert but it seemed like they offended to have something over which they controlled. Virtually all of their offenses were against much younger kids or perhaps handicapped kids.
