Flystripper is right. The South Bay is sort of dead, but West LA from MDR north is very active, as is the Orange County scene.

The two main singles wards in the LA area are the Santa Monica 3rd (which meets just off the 405 a few blocks south of the 10) and the LA 1st (which meets in the building behind the temple). I think if she's living anywhere in West LA, she'll be in the Santa Monica 3rd's boundaries.

In general, there is one main difference: the LA 1st is for the artsy Hollywood-types and the Santa Monica 3rd is for the more mainstream types. This is a broad brush stroke, as there are all types in both wards, but I think you get the point. Santa Monica 3rd's vibe is more like the Colonial Ward in DC, the Stanford Ward in Palo Alto, etc. -- more conservative and mainstream, but of course a ton of great folks. LA 1st's vibe is definitely different. I preferred the LA 1st the few times I visited, but I wasn't looking to date a former BYU Relief Society President. If she's looking for Peter Priesthood, definitely stick with SM 3rd. If not, then she might want to give LA 1st a try. Either way she'll be fine b/c there will be plenty of opportunities to meet people from all over Southern California.
