But the likelihood.....honestly, I cant think of one cogent argument to support the notion that the Church spends a "substantial" amount of its activities promoting legislation. This effort is a blip on the map of all the Church does in its 3-fold mission.

From what I have seen, "legislation" in this section is loosely defined as issues that are put to public vote. So in this case, yes, it would likely qualify.
