I don't know. The British government eventually left India following years of efforts like this. The difference, however, is that the UK is a democracy that answers to its people and is capable of being appealed to on the basis of its principles and morals. In other words it is capable of shame.

I don't know that is true of the Burmese government. Like the Soviets did, they can simply kill absolutely every dissident if they want to. That government eventually folds not because of moral or popular appeal but because it ran out of money.
