Per capita? It wouldn't surprise me.

Today's Kearns really isn't what it was 20 years ago. My bro-in-law who is a Sherrif's deputy says that he was happy to have been transferred from patrolling Kearns graveyard to the W. Jordan and S. Jordan area graveyard shift because there is more activity so he's not as bored.

Based on anecdotal evidence and not data, I think there are rural stretches along I-5 in WA and OR that dwarf anything going on in Utah.

On a state level, I found the following…

I'm a proud Red Devil and there was a fair amount of weed and alchohol being used in high school but I didn't hear much about meth in the late 80s and early 90s at least.

I guarantee that rural Missouri trumps anything going on in Springville on a per capita basis by a huge margin.

I would put Pocatello up against anything in Utah. The penalty was pretty light for making meth in the state so people were moving their operations up here. I'm not sure if the Governor felt like he was attracting new business but I guess they have finally got around to going Mcgruff on the deal.
