It doesn't cut you off at $75K, that is where it starts to decrease. The absolute cutoff varies based on how many kids you have (for the most part). So if you are married, you can still get something even if you made over $200,000 last year (if you have a whole lot of kids). For most married couples filing jointly, the rebate will completely go away if you made somewhere between $160K and $190K. So you can be doing pretty well and still be getting something.

That's right. I think for individuals it cuts off at 87K AGI because you lose $50 in rebate for every $1000 over $75K AGI.

It's all about recording levels and it is done on purpose to draw your attention (although they frequently deny it).
