I think you missed his point. He referred to the dress code at Ricks as a "lesser law". The biblical "lesser law" was actually more strict, because its purpose was to teach obedience. The "higher law" has fewer strictures, but more expectations.

So he wasn't saying that you can't wear a beard if you go to the temple. I personally think the dress code at Ricks is a bit more strict than I would like. (Disclaimer: I didn't actually go to Ricks, but my wife did, and she told me once that shorts were not allowed.) However, his point had more to do with learning obedience than it had to do with the specific restrictions of the dress code.
