If only 20% of black kids adopted from foster care are adopted into white families, and the overwhelming number of adoptive parents are white, then that tells me that not many black kids are being adopted at all from foster care.
That would seem to be the most important issue. Instead of putting barriers in front of white couples, why not do something to encourage black folks to marry in greater numbers, and adopt? |

I'm sure they might get some odd looks from time-to-time when the whole family is out in public but they are a very happy and well adjusted family. If the black community is so concerned they need to step up recruiting of good AA adoptive parents. |

It just shows you how screwed up adoption is in the USA, that many families don't want to deal with it, and go out of the country to adopt.
My friends who adopted a Chinese girl, they didn't want to mess with an open adoption and all that. Even in close adoptions, they are not necessarily closed. The international adoption is the sure thing. |

Don't you think that any individual child would probably do better in a family with which s/he shares a racial or ethnic heritage. So it makes perfect sense for the policy to favor that. Of course, if those homes are not available, you move to the next level. |
