The introduction to the handbook of instructions begins by noting that leaders are required to learn their duties. It then mentions, and this is in the order mentioned in separate paragraphs, revelation, scripture study and the hand book as ways to learn your duties. This is a paraphrase, but it is very clear in the introduction that the handbook is not meant to be scripture but is an aid for leaders as they try to fulfill their callings in the gospel.
