How did the numbers in 1984 compare with surrounding years?

I'm sure it was an all-time high.

In the year 2000, the church experienced the lowest number of baptisms in decades, 273,000. BYU went 6-6. In 2001, the football team improved considerably, and the number of baptisms went up to 291,000. In 2002, 2003, and 2004, BYU had three losing seasons and baptisms dropped to 282,000; 243,000; and 241,000, respectively. This year, after going 6-6 again, baptisms went up to 243,000.
In 2006, when BYU went 11-2, baptisms went up to 270,000. In 2007, when BYU went 11-2 again, baptisms went up to 279,000. QED.
