Hmm. At this point, I'd vote that it is not on purpose, but rather, on either occasion, the writer used the word for "blow", as that was what the wind was doing. But I dunno.

I could be straining here.

We have the Lord stating the Spirit/Wind lists back and forth and we know not where, and then in Six, we have the wind "blowing", with the Lord coming to the rescue and not being disturbed by the blowing of the wind.

Perhaps there's nothing there.
