I don't think anyone actually believes thinking about sin is the same thing as doing it. I doubt even the yes men on the board think that way.

Let's be a little more precise with our language. From a scriptural perspective, we are judged for the desires of our hearts as well as our deeds. I think it was Bednar who just spoke last conference of the difference between having clean hands, and having a pure heart.

If someone has homosexual desires, it is incumbent upon him to seek the help of the atonement in overcoming and/or controlling them. I don't think anyone in the church is saying "let those gay desires run wild--just don't act on them."

Point taken, but still, the mere thought is impure and I'm sure falls on the sin spectrum somewhere(I'm sure not where adultery itself lies). So wouldn't homosexual desires still be impure and unholy desires and therefore to some degree sinful?

I am just trying to see how the Church and others can reconcile the idea, as UtahDan put it, between impulse and action in two different sexual orientations.

I stand corrected. Apparently, the yes men do think this way.

I'm always disappointed when girls don't kiss each other.
