Three "replacements" made to the Presidency of the Seventy

Richard Oaks, Merril J. Bateman, and Charles Didier are being replaced by Elder Quentin L. Cook, Elder Claudio R. M. Costa, and Elder Steven E. Snow. Where did that come from? There's only one vacancy in the twelve. And what happens to the recently replaced?

Not sure on the other two, but I believe Didier is over 70, so at least he would likely be given emeritus status.
