IIRC it is one of those quotes from a second hand source who says that Joseph taught in a meeting that there were men on the moon. I believe Joseph is purported to have said that there were men on the moon who were around 6 feet tall and dressed like Quakers. I've not seen the quote in several years.

they have moved into subterranean chambers on the moon, this after about 1910.

Bush is hoping to make contact with them with moon landing a few years out. hence the billions of dollars to return to the moon with no real advances in technology.
