IPU, Cali thinks that citizens don't have the right to own standard militia arms. Despite the words "militia" and "arms" being used. In fact, I doubt he thinks there is a single kind of arm that American's have a right to. In his world, banning every gun except a bolt action single-shot .22 would be constitutional. Hell, even a pop-gun.
