Isn't the perception of "worst" already colored by what you expected or wanted a particular president to do? Or by your perception of what they did that was bad? If you are going to claim your list is bias free, I am going to call BS.

Mine is not bias, as I readily admit Grant was horrible, as is Bush. I'd just like to hear it from a more liberal guy that Carter was an abomination as a President.
