I just so happened to have my handbook with me at work today. It says (paraphrased because I type so slowly):

On the contrary. They are 18 and 13 year old, hard working, clean living girls, attending Bainbridge Island's first-rate public schools. This is not what the handbook I have read says. Either you or I have an outdated version.

I was the 11-yr-old scout leader for five years. This is the policy as I understood it. Two-deep leadership. Fathers don't have to come.
