I guess he thinks they wouldn't use waterboarding. I bet if I proposed on Cougarboard that to fight al-qaida we should scare them by publicly executing everyone at Guantanamo, taping it and letting Al-jazeera TV broadacast it, that I would get some rousing agreement by quite a few.

I don't think that is what he is saying at all (though he can correct me if that is what he is saying).

I think it is pretty clear that he is saying that the more the US engages in conduct which is similar to the conduct that makes al-Qaeda reprehensible, the more the US and al-Qaeda appear to be morally equivalent; so the US shouldn't start down the path of emulating al-Qaeda behavior in any areas at all.
