I just don't see what relevance it has to the Plame case. In fact, it's confusing to me that he would instruct McClellan to lie, given that he (or his subordinates) ostensibly knew who the "leaker" was. I don't think we have all the facts here, and ought to be careful rushing to judgment. Oddly enough, even McClellan himself said the quote needs context to be fully understood. But I agree that it needs explaining.
