No, not everything has been the fault of Republicans blocking legislation, just a lot of it.

Obama's made several mistakes all on his own too. The federal spending freeze was absurd and came at just the wrong time. The federal pay freeze is also ridiculous. Giving in to Republicans to allow over 1/3 of the stimulus to come in the form of tax cuts was a total waste of money (tax cuts are among the least stimulative spending the government can do). There's more, but you get the idea.

I understand the difference but argue in the manner in which you support they are not much different. I suspect you're more a central planner than a counter-cyclical fiscal policy wonk. Your types like to control everything for fear of down cycles.

In fierce damage control over a newly rising unemployment rate, Obama said on Friday:

While I can't necessarily argue with the sentiment, let's take a look at the timeline of Obama's budget over the last couple years.

9/29/10, Congress passes a continuing resolution to keep the govt operating on 2010's budget

12/3/10, Obama Debt Commission releases its report and recommendations
12/16/10, Congress passes another budget continuing resolution
12/21/10, Congress passes another budget continuing resolution
2/14/11, Obama proposes his 2012 budget, ignoring most of his Debt Commission's recommendations. Note: still no 2011 budget has been passed.
3/3/11, Congress passes another budget continuing resolution
3/17/11,Congress passes another budget continuing resolution
4/8/11, Congress passes another budget continuing resolution (yes, this is still for fiscal year 2011, ending in Sept 2011)
4/13/11, Obama gives a speech proposing a new 2012 budget, essentially abandoning his Feb 14 proposal
4/15/11, A 2011 budget is finally signed into law, based entirely on 2010 plus some cuts
5/25/11, Obama's original budget proposal fails in the Senate, 97-0
6/23/11, CBO is asked about Obama's new 2012 budget proposal, and the director responds, "We don't estimate speeches."
7/8/11, Unemployment hits 9.2%, 18K jobs created. 2nd straight increase after four months of falling.
And then two days before the June unemployment rate is released, Obama senior advisor David Plouffe claims, "People won’t vote based on the unemployment rate ..." A stupid comment on par with the "growthless recovery."

So it's not as though the Obama administration has been all that worried about providing certainty to American business.
