The real question is what portion of the remaining 25% simply weren't confessing. Then we might get a bit closer to reality...although I do believe that a certain percentage of missionaries keep their hands to themselves/away from themselves--however you want to put it--for the duration of their missions.

All I know is that 75% of the missionaries in my mission were not eligible to be district leader or zone leader because "they had a problem" according to my mission president. When I was AP, very frequently when I proposed someone be appointed DL or ZL, he would say: "Um, that elder has a personal problem." I know there are lots of different problems that a missionary could have, but he would usually specify if it had to do with something a little less personal.

HIV is still transmitted via unprotected sex, principally, although not exclusively within the homosexual, drug, and prostitute populations. And yes I'm aware of data showing increases within heterosexual populations. CDC does have a default position if sexuality is not known, to default it to heterosexual.
STDs are still rampant. However, condoms have been around for a long time. Maybe dryhumping BYU students knew what they were doing afterall.
