Localism occurs, but only at specific breaks....usually the best ones.
People that would be surfing there, by and large, would belong there anyway. There is no localism at "barney" or "insect" breaks because the waves are not great anyway. In all my time, I have only come across localism once...and it was in Hawaii....and in retro, we should not have been there anway. We left pretty quickly.
