Superintendent Beverly Hall and her top aides — who ignored, buried, destroyed or altered complaints about misconduct — denied knowledge of wrongdoing and accused naysayers of failing to believe in poor children’s ability to learn.
Hall was hired in 1999 after she rose through the ranks in the public schools of Newark, N.J., and New York City. When she arrived in Atlanta, 90 percent of the system’s kindergarten teachers said they did not believe their pupils would graduate.
