How can Mexico resolve this drug cartel problem without resorting to the same violence the drug cartels are using?
I ask because I really don't know.

You're being coy, but given the complex dynamics of Mexican politics, it is not an easy solution. It would require significant cooperation amongst dedicated personnel because the cartels will use violence against those trying to restore order.
