I'm surpirsed BDB doesn't know there isn't a public university in the country whose admissions standards aren't heavily regulated by state law. They're funded by tax dollars after all. The model funk describes is the one followed in most states and the Utah state legislature should follow it.
By the way, BDB, BYU law school courted me. It offered me a scholarship but I turned it down.
