Yes it does have to do with state law. It is a decision of the Utah legislature not to limit admissions to Utah. This leads to the lower admission standards. The Utah legislature needs to pull its head out of its ass and start treating it like the flagship school of the State of Utah. Raise admission standards, decrease admissions, and funnel more students to the other Universities and Community colleges.

It is a policy decision of the Utah legislature to keep the admission standards at Utah low.
