The scripture says NOT by commandment

Handbook of instructions says: No Alcohol is a commandment.

Which one do we follow?
I guess we need a review of the Rigdon/Young story.

Once upon a time there were two conflicting views of how scripture should influence church doctrine. Sidney Rigdon (I think it was Sidney) stood up and gave a speech about the scriptures being God's word, and we ought to confine ourselves to the teachings there in. Brigham Young stood up following and declared that the scriptures do not declare the word of God to us in our day as do the words of a prophet. Joseph stood and said, "Brigham has taught you the truth."
