I would say it is "normal" compared to several others that I'm aware of in the past 10 years in the Southern Plains (Kansas-Texas), except this one happened in a swath that was centered directly on the two largest population centers in the state (OKC metro and Tulsa metro).

As for class discrimination, I think you'll find that neighborhoods with underground power service come up earlier because there are fewer breaks and they fix the lines that get the most people power the quickest. As for these being the wealthiest neighborhoods, I don't think so. Underground service is mostly in newer neighborhoods, yes.
