Incompetent at making the best judgments for the situations he encounters? Maybe so. But is he incompetent or just wrong-minded? I suggest he simply believes in wrong-headed principles and is not necessary deficient in his capacities.
I suggest his values are not consistent with yours and mine, but he is competent at enforcing his values.
Bush was incompetent at enforcing Republican values and was wrong-headed in some of the values he held. That's the distinction I'm trying to make.
For example, Obama, despite what his handlers want to portray, wants to restrict gun ownership. You and I can only hope he is incompetent and fails in that regards.

Incompetent at doing what is best for the country as a whole.
I agree that Bush was incompetent in regards to Republican ideals. He did more damage to the Reagan GOP than any liberal ever could have. But Obama will be incompetent at maintaining what made this a great country not only strong as a military force - but economically, as his brand of socialism will change this country for the worse. We'll probably long for the days of Carter after Obama leaves office.
