I thought he said 15 feet from his arm. That'd put it at about 21 feet.
I was at the game, in the BYU section, not far from where he threw the ball. That thing shot right up. I'd have guessed somewhere between 20 to 30 feet straight up in the air-- no flip over the shoulder, or slip of the ball. Any argument that what he did was not a violation of that rule is ludicrous.
Whether you like the rule or not is another matter, but as the rule is written, the refs made the right call.
