Personally I think a better option would be to put the MTC in Salt Lake (where it used to be and closer to the airport) and then Use the MTC to expand for byu provo. Just MHO

That would probably work really well, except there probably isn't a place in downtown with enough space that the missionaries could walk to the temple the way they do in Provo. Also, about 90% of the MTC employees are BYU students and paid through BYU payroll.
