I voted for Nauvoo becuase it is kind of a novelty temple that members make special trips to go to...and when they're there, they probably attend multiple times.
As for DC, it is not as busy as one would think, but they do get to hold "special" stake meetings on the 7th floor, and those are pretty cool from what I hear.
I also believe that the DC temple has the location that it does because the LDS church was bidding against the Russian Embassy for that land, and the government didn't want the Russians to get it, so they stuck the Russians in a hole in downtown D.C. and the temple sits on the horizon of 495 for all to see.
