BTW, I didn't know '71 was a former bishop. Is that true?
I agree it can be frustrating. It's part of the difficulty having dozens of people, all with varying levels of understanding and sensitivity to the Spirit, trying to figure out what the Spirit is saying to them. And not all bishops function perfectly ... occasionally (or maybe often) they may reject candidates you feel strongly about.
The understanding you lack is this: the auxiliaries recommend, the bishop calls.
The moment you've decided in your mind that the Spirit you received about a given recommendation should supersede the what the Bishop receives, you've overstepped your bounds, his human frailties notwithstanding.

You misunderstood. He was commenting upon the bishop's refusal to adopt any recommendations. If Mike's prayerful attempt is tossed by the wayside, then just stop taking recommendations and do it all yourself bishop, is an attitude which the auxiliaries feel when a bishop ignores all recommendations.
