I am of the opinion that priesthood keys are one of the least understood gospel topics. Priesthood leaders receive revelation based on their stewardship. There is nothing inconsistent about an EQP being inspired that Brother Jones should be his secretary and the Bishop at the same time receiving inspiration that he should be in YM. The EQP has no keys for the YM.
