I'd wager a large sum that you are correct here. I wonder if the high priced escort service was his way of reducing the risk of the public finding out. An affair in the normal manner makes it much easier to get caught. Especially if he made her angry somehow at some point. The call girls are never going to out you, it ruins their business.
