They should guinea pig the 1-AA with these kind of rule changes since that level of competition is useless anyway. If the 1-AA teams complain, the NCAA should just threaten to take away the incentives (i.e. counting all 1-AA wins for bowl eligibility purposes) 1-A teams have for playing them and giving them their big payday.
The simplest clock rule the NCAA should institute is not stop the clock and wait for the first down chains to be in place before starting the clock again. Leave everything else as is. That said, I'd rather they not change anything at all.
