Very good question. Of course the best option - not going in there in the first place - is not available. It's one of those "you've made your bed, now lie in it" situations.
I voted for the first option. At some point, you've got to cut your losses and pull out. I don't want to keep losing soldiers to Iraqi sectarian violence.
