Nope. I'm not aware of any Elite Racing races that are lottery. They are capped, though, and frequently hit their cap.

They've moved the LA Marathon to the last week in May for 2009. I'm not an expert on So Cal weather, but isn't it usually pretty warm by that time of year? Not to mention, it will be competing with...
