I would say no. They may never do it. Of course I would have been one of those people that said you would die if you ran a mile under 4:00. I know I would die if I did it.

That's an excellent question.

If nutritional conditions were ever to improve in Africa so that people were properly nourished right from birth, I can see it happening. Of course, it could also be that I don't know what I'm talking about.

Maybe it's because they are so skinny that that can run that fast. With our looming food crisis here in the states we may become faster ourselves.
