Would you like to also compare what happens in both situations when the woman is out of compliance?

Well, I can tell you what happens to a western woman in Saudi Arabia that doesn't wear clothes that goes down their their ankles or shirt sleeves that extend to at least mid-forearm or neckline that shows the tantalizing region between the land of milk and honey.

I'm not even sure why we have a prophet anymore. Their counsel is oppressive, and we are all pretty good at just figuring out stuff ourselves anyway.

Actually, when I heard Pres. Hinckley say this, my interpretation was that it was his opinion. I was later surprised at how seriously all the women took it, taking out their second earrings and making a big deal about it. I don't wear earrings at all, so I guess that was why I didn't think much about it when he said it.
